Sillogue Forum Issues and Decisions in 2004.

Monthly Forum Meeting

The following issues and decisions were agreed:

Matters arising from the previous month’s minutes.

The newsletter written and published by the BNC on behalf of the Forum was welcomed by the meeting. The members requested details of the cost of the newsletter production which the BNC representative did not have to hand at the time. The information was subsequently passed on to the Forum members.

Updates on last months decision sheet items.

The BNC wrote to the Minister for Transport on behalf of the five Forum areas and BADIG again as it was agreed that the last response from Dublin Bus was not sufficient. No reply has been received as of yet. The BNC also wrote to a local TD to thank her for also raising the issue in the Dail.

A complaint from the Sillogue Gardens representative to DCC in relation to doors, presses and windows at a dwelling in Sillogue Gardens has been dealt with.

Forum Regeneration and Estate Management meetings are to be coordinated as agreed.

A letter was sent by the BNC to the Minister for Justice seeking additional support and resources for the area. However there has been no response as yet.

A follow up two or four page newsletter will be produced following the Sillogue Forum ‘Fun Day’.

A Forum member asked the meeting to agree to sponsor a tree as part of the “ampatocare” arts programme. She suggested that the agreed Forum representative be asked to compose the dedication to accompany the tree. The representative provided several versions. The Forum members are requested to choose their preferred “quote”.

The Forum representative for the New Horizon Co-op and the BNC representative had asked DCC to contact the contractor, AMD, and insist that the area used for there compound be restored to pre-construction condition as it has become a focal point for anti social behaviour. There was no DCC report on the issue.

Correspondence was read and noted.

Sub-committee Reports.

Regeneration Affairs Sub Committees

The minute of the Forum regeneration affairs meeting was distributed to members.

The Regeneration Liaison Working Group meeting (which involves Representatives from all five Forums) for this month is scheduled for Thursday the 5th of August at 11.15am.

Neighbourhood Management Sub Committees.

The meeting was extremely unhappy that although an apology for the non-attendance for the normal DCC representatives had been tendered, no alternative DCC representative was present for the meeting. It was agreed that a letter of complaint be sent to DCC.

Concern was expressed that flats are being left empty for too long a period before being allocated. By the time the empty flats have been serviced by the maintenance department prior to letting, they have been broken into and vandalised. There was also concern that irrespective of where the new resident is coming from, the Forum members for the particular area should be involved in the allocations process.

The next Estate Mgt meeting will take place on Thursday the 5th of August in the Forum office. All Forum members are welcome to attend.

Future Estate Mgt meetings will be scheduled for the last Thursday of the month.

DCC Report.

As there was no DCC representative in attendance, there was no report.

A.O.B.

The Forum representative to the Board of the Ballymun Housing Task Force, (soon to be renamed the Ballymun Neighbourhood Council) gave a brief report on the ongoing staff issues being addressed by the Board. It is hoped that the website will be updated very soon.

The Sillogue Gardens representative told the meeting that the residents association in Sillogue Gardens had sought more details in relation to aspects of the Emerald Housing Co-op development. A Forum member told the meeting that in the very recent past he had become a member of the Emerald Housing Co-op and as such he would try to facilitate a meeting between the Sillogue Gardens representative and ‘Solearth’, the commissioned architects for the Co-op.

A Forum member told the meeting that as he was returning to college in October he would not be a candidate in the upcoming Forum elections and would stand down from the Forum following the September meeting.

The meeting was informed that a survey carried out to petition for disc car parking for the residents of James Connolly Tower was in favour of the move. The residents had also clearly stated that they did not want a lane way from the tower to the main shopping centre to be closed.

The next meeting will take place on Tuesday 7th of September 2004.

ESTATE MANAGEMENT SUB-COMMITTEE MEETING.

TUESDAY, JUNE, 23RD 2004.

The Forum’s Estate Management Sub-Committee deals with housing maintenance and allocations issues plus the maintenance of public lighting, local green spaces and issues relating to local anti-social activities. The Sub-committee is comprised of representatives of Sillogue & Sandyhill Forum, Dublin City Council (DCC), Ballymun Neighbourhood Council (BNC) and the local Gardai.

1.Dublin City Council Report

1.1.Housing Allocations
• Two allocations were made in June 2004.

1.2.Voids in Non-Phased Blocks
• A list was provided to the Forum.

1.3.Voids in Phased Blocks
• In future meetings DCC will also supply a list of Voids for phased blocks. This allows the Forum to monitor the empty blocks and to ensure that proper action is taken to support remaining residents.

• The Chairperson asked DCC to give details of any DCC local action plans they may have put in place to deal with the closure of voids and also their safety proposals for remaining tenants in blocks as they are decanted. Such information could help the Forum to avoid the significant anti-social activities that took place last summer when the last spine block in Coultry was being decanted.

1.4.Housing Maintenance Requests
• DCC agreed to post their updated list to the Forum via the BNC Project Officer.

2.0.Community Issues

2.1Anti-Social Behaviour
• A list of anti social complaints was provided to the meeting which were dealt with by DCC in the area.
• It was reported to DCC that boulders which were put in place at Sillogue Gardens to halt traffic entering pedestrian areas were subsequently removed. DCC agreed to reinstate the boulders and will also look at placing boulders at numbers another near-by location, for the same reason.

3.0.ANY OTHER BUSINESS (AOB)
• A flyer was sent to the residents of Sillogue Gardens to remind them of their obligations in relation to restrictions on ball-games in the area.
• A Forum member told the meeting that a community garden was being installed at the end of Sillogue road near the swimming pool by local residents and children.
