Poppintree Working Group 2003-04

Decision-Making

There are three key decision-making structures within Poppintree Working Group, and these are:


  1. Monthly General Forum Meeting
  2. Neighbourhood Managment Sub-Committee
  3. Regeneration Affairs Sub-Committee

1. The Monthly General Forum Meeting.

The Monthly General Forum Meeting is held for the purpose of updating Forum members on the work of its sub-committees, and on dealing with major policy decisions and issues. Representatives form Ballymun Neighoburhood Council, Dublin City Coucnil and the Garda (police) attend these meetings also.They report on their organisations activities and deal with any other issues of concern to residents.(NB insert photo doing business)

2. The Neighbourhood Management Sub-Committee

The Neighbourhood Management Sub-Committee offers an opportunity for local residents, the Forum, and Dublin City Council to discuss issues of mutual concern regarding the local authority's managment of the area.

The sub-committee also provides an opportunity for Dublin City Council to raise issues of concern to resident reprenetatives, and to flag new proposals and initiatives.

The meetings are attended by the representatives of Dublin City Council, Ballymun Neighbourhood Council, and the Garda (police).

3. Regeneration Affairs Sub-Committee

The Regeneration Affairs sub committee meets with Ballymun Regeneration Ltd once a month to get updates on the current regeneration projects, and on proposals for the future regeneration of the area. In addition, the sub-committee will discuss issues of concern to residents emanating from the regeneraiton programme. Examples of such issues are:

The following issues and decisions were agreed:

1. BRL Update on Housing Projects

* Poppintree One has one houseto be snagged and one house on hold until the shop/van CPO issue is resolved ;

*POPPINTREE Two is entering phase 2 and is expected to be finished in February 2005.Brl have told the site manager to clean the site area. A wheel wash has been installed.

*Poppintree 3 has been submitted for planning.Only the external areas of the courts are subject to planning submission,the interiors and gates form patr of the discussion for the consultation process.Each resident has been invited to meet with the Brl architects to discuss the plans over a two week period.
Alot of common issues arose in relation to the adequacy of the maintenance programme particularly in relation to the interior of the courtyards and laneways,motorbikes and horses using the courts, surface water in the courtsand blocked/backed up drains.These and many more will be addressed during the regeneration process.Brl are compiling a list of maintenance and repairs to be given to DCC in relation to the Courts and the surrounding areas.Muirs who are BRLs engineering project managers are laying a temporary road to accommodate traffic on Balbutcher Lane when pipes are laid under the existing road opposite Nans van at Dolmens Court:

*Poppintree 4 housing is due for completion in April 2004;

*Poppintree 5A and 5B have been re-tendered and the submissions are being examined.The successful tender should be on site by April 2004 with a view to completion of 150 units within 18 months;

*Poppintree 7 Housing is at the cost and design phase;

*Poppintree 12 Housing has been submitted for planning.

2. Poppintree Neighbourhood Centre

Work is progressing well and the site liaision group is continuing to meet on a regular basis.The public lights were an issue of concern but all BRL lights are now working.The first phase of the road re-alignment at the cenntre is completed and the road is ready to be re-opened.

3. Aisling childcare Centre

Atender has been received for the Aisling Childcare Centre and the project should be on site early next summer;

4. The Courts Regeneration

BRL are currently examing the feasibility of the whole project to see whether it is feasible to proceed with the regeneration.

5. BACCA Horse Site

The group have a site in Fingal close to Meakestown.The planning application is currently under consideration by the planning authority.

6. Infrastructure

*The drainage works which are due to cross the road at the Poppintree Community Centre and from there to Balcuris 3 have been examined by GAMMA the builders in terms of potential traffic disruption.They are proposing to lay a temporary road for the duration in order to minimise traffic problems.BRL Health& Safety team are examing the implications of the GAMMA proposals.BRL will consult with Dublin Bus well in advance to ensure any arrangements made are suitable for the buses.

7. Housing Co-operatives

The BNC Project Officer has been requested by the working group to write to BRL requesting them to do all in their power to facilitate the development of housing co-operatives in the area.

8. Sale of "Poppintree Park Housing Land"

BRL were requested to indicate how much land will be sold for private housing.
