Housing Design Consultation

The following is a BNC report on a consultation meeting (10/7/2002) with Poppintree residents in relation to a Ballymun Regeneration Ltd proposal to build 20 new dwellings near Graigue Court / Balbutcher Way /Balbutcher Drive.

A meeting to display the site layout and designs of the 20 dwellings was to have been held in Stormanstown House and invitations had been sent a week beforehand to residents living in close proximity of the site. This followed a series of design meetings, which included local residents and Forum members.

However Poppintree Estate Forum refused to accept that the meeting would take place in Stormanstown house and the day before the meeting was to take place, they subsequently distributed their own leaflets, which unilaterally changed the venue to Poppintree Community Offices boardroom.

A member of Poppintree Forum chaired the meeting and Ballymun Regeneration Ltd decided to attend the meeting under protest.

Paul Flanagan, the design Architect and Eamon Farrelly/Ciaran Murray (BRL) were in attendance to make the presentation of the Poppintree 12 designs and answer questions.

Attendance: 50 local residents – Prospective residents for the new dwellings were not invited to this meeting.

Next Steps:

No follow-up meeting or steps agreed.

Comment:

Because of the fact that the meeting was taken out of the hands of Ballymun Regeneration Ltd without agreement, the most that could be said is that the residents had been consulted with and had the legal right to oppose or accept the BRL planning application.

Recommendation for next step:

BNC recommended that Ballymun Regeneration Ltd should afford the same opportunity to the applicant Dublin City Council tenants to be consulted with, before amending the designs or applying for planning permission.
