VUNERABLE ADULTS AND THE LAW

In the eyes of many people,
the role of a community Law Centre
is to provide legal advice and where possible,
support to the individual/family
who reside in their catchments area.
In reality the Law Centre tries
to provide a range of information
beyond the needs of their individual clients,
and the Ballymun Community Law Centre
is no exception.

Since its inception,
the Ballymun Community Law Centre
has consistently sought to empower
the residents and community workers
of Ballymun to deal with the
many complex issues that affects our lives.
They do so by organizing courses,
seminars and lectures which are open
to the public.

Because the Community Law Centres
have to operate on shoestring budgets,
they may at times have to levy a charge
to attend these particular training or
information sessions but the charges
are kept to an absolute minimum.
However, recognizing that the most
vulnerable people who generally also
suffer economic hardship can derive
benefit from training/information,
the Centres will reduce or waive any
charges to such persons.

On July 28, 2005 Ballymun Community Law Centre
invited some members of the
Law Reform Commission to address
a free public information meeting
in the Axis Centre, on the topic
“VUNERABLE ADULTS AND THE LAW”.


Speakers from the Law Reform Commission included:
Mrs. Justice Catherine McGuinness,
President LRC Patricia T. Rickard-Clarke,
CommissionerRay Byrne,
Director of Research Deirdre Ahern,
Legal Researcher

The meeting included discussion on the
Law Reform Commission Consultation Paper,
which recommends that the law on
capacity should reflect an emphasis
on capacity rather than lack of capacity
and should be enabling rather than
restrictive in nature. Other issues
discussed from the Consultation Paper included:

For older people and people with an
intellectual disability
Procedural Fairness
Public Guardian
Wards of Court
Enduring Power of Attorney
