New Ballymun Town Centre

ONE HUNDRED MILLION EURO SHOPPING CENTRE AND LEISURE COMPLEX FOR BALLYMUN.

The planners have granted planning permission for a new shopping centre, leisure complex, and five hundred apartments for Ballymun. The permission follows the withdrawal of planning appeals by a number of local business people. The ten year permission cannot be implemented until three tower blocks are demolished, and the developer completes their negotiations with Dublin City Council. It is understood that Treasury Holdings who currently hold a 53% stake in the current shopping centre are in negotiations with Dublin City Council to acquire the remaining interests.

The new shopping centre will be developed in two phases over the next seven years. The first phase will be located south of the existing shopping centre, and it is expected to include a large food store, other retail units, a ten screen multiplex cinema, food court, underground car-parking, and apartments. At that time, the tenants of the existing shopping centre will move into the new facility, and the old shopping centre will be demolished to make way for a significantly enhanced retail and leisure centre.

Main Location: Ballymun Town Centre on a site currently occupied by the Ballymun Shopping Centre, a swimming pool, Garda Station, residential buildings, a petrol filling station and other buildings in Ballymun Town Centre. The site is bounded by Silloge Road / Balcurris Road to the west, Ballymun Main Street / Ballymun Road to the east, Silloge Avenue (under construction) to the south, at Ballymun, Dublin 11. An east-west extension to Balbutcher Lane bisects the site. A new east-west link road, to be constructed by the City Council, will form the northern boundary. The east-west section of existing Silloge Road will be extinguished.

10-year permission is sought for the proposed development.

The development will comprise of two phases of development. Each phase will accommodate the following elements:
Phase 1:
Comprises 43,825 sq.m. gross floor area including 8,312 sq.m of net lettable retail floor space incorporating;
• 14 retail units, including an anchor store with a net lettable floor area of 4,435 sq.m with an adjoining service yard.
• 30 associated retail service units with a net lettable floor area of 5,772 sq/m including restaurants, a food court, two public houses, cafes and takeaways;
• 5,043 sq.m of net lettable leisure floor space including a 10 screen cinema development with a gross floor area of 3,904 sq/m;
• a medical suite with a net lettable floor area of 870 sq.m;
• 941 sq.m of mall management floor space to include a crèche, offices, parents room and public toilets;
• 4,154 sq.m of gross circulation floor space; including service corridors and mall area.
Phase 1 also includes the construction of 157 residential units. The breakdown of the residential units is as follows: 38 one-bed units, 97 two-bed units and 22 three-bed units. In addition phase one includes the construction of 435 basement car parking spaces.
Phase 1 is predominantly 3 to 4 storeys residential above double height retail/leisure space with a 6 storey book end residential unit on the south west corner above single height retail space. The cinema complex occupies the south eastern corner and is 5 storeys above ground.

PHASE 2:
Part A, Comprises 84,105 sq.m gross floor area including:
• 19,772 sq.m. of net lettable retail floor space incorporating 36 retail units including a second anchor store with a net lettable floor area of 8,897 sq.m. with an adjoining service yard.
• 543 sq.m net lettable of retail services floor space including restaurants and cafes
• 11,686 sq.m. of net lettable of leisure floor space including public library with a floor area of 3,411 sq.m.
• 567 sq.m. net lettable of Class 2 office space.
• 150 sq.m. of public toilets.
• 7,193 sq.m. gross circulation space including service corridors and mall area.
Phase 2A also includes the construction of 317 residential units. The breakdown of the residential units is as follows; 37 one-bed units, 247 two-bed units and 33 three-bed units. In addition, Phase 2A includes the construction of 779 basement car parking spaces.
Phase 2A varies in height from 3 to 4 storeys residential above double height retail/leisure space. The perimeter building heights do not exceed 3 storeys residential above retail/leisure space.
Part B: Comprises 41,830 sq.m. gross floor area including:
• 2,780 sq.m. net lettable car showroom floor space;
• 1,485 sq.m. net lettable of Class 3 offices;
• 4 retail service units comprising a gross net lettable floor space of 585 sq.m.;
• A multi-storey car park with 846 car parking spaces; and service yard.
Phase 2B also includes the construction of 98 residential units. The breakdown of the residential units is as follows: 23 one-bed units, 73 two-bed units and 2 three-bedroom units.
Phase 2B is predominantly:
• 4 storeys residential above double height car showroom to the east;
• 2 storeys above office complete with mezzanine level to the west rising to 3 storeys residential above the office space on the northern and southern corners.
The residential units within Phase 2B bound a 5.5 level multi-storey car park.
In summary:
The gross floor area of the entire development is approximately 170,000 sq.metres.
The gross floor space of the retail element is 28,084 sq.m.
The total gross floor space of the retail services element is 6,900 sq. metres.
The total gross floor area of car showroom floor space is 2,780.
The total gross floor space of the leisure element is 16,729 sq.m.
The total gross floor area of the office element (Class 2 and 3 office space) is 2,052 sq.m.
The total number of residential units is 572. The breakdown of all residential units is as follows: 98 one-bed units, 417 two-bed units and 57 three-bed units.
The development includes a total of 2.060 car parking spaces.
The site area 5.72 hectares (14.2 acres).
The development for Phase 1 and 2A is between 3 and 6 storeys residential in height above double height retail/leisure/office space.
Phase 2B is between 2 and 4 storeys residential above double height car showroom/office/retail services and includes 5.5 level multi storey car park.
The proposed development will include the demolition of the existing Ballymun Shopping Centre including the swimming pool, Garda Station, petrol filling station and other existing buildings, associated hard and soft landscaping, signage, site development works and all other ancillary works.
An Environmental Impact Statement was submitted in respect of the planning application.
