The Ballymun Masterplan: A Framework for Decision Making

Ballymun Masterplan launched in 1998

Dublin City Council in partnership with the Ballymun Housing Task Force launched a major consultation exercise with the people of Ballymun in 1997.

The purpose of the exercise was to identify the range of opportunities and constraints impacting on Ballymun and consequently to identify the range of actions required from the public, private and voluntary(residents)sectors.

A new partnership based company, Ballymun Regeneration Ltd.(BRL), was established by Dublin Corporation (Local Authority)to oversee the consultation programme,to draw up a Masterplan for the area and to manage the regeneration programme.

In March 1998, a Masterplan for the new Ballymun was launched and it provided the point of reference and framework for the regeneration of the area. It established broad strategic principles which would act as key points of reference for all future decision making on the regeneration of Ballymun.

It would also provide the basis for the preparation and submission of the Integrated Area Plan(IAP) to government. This plan is a crucial element of the regeneration programme because it provides for tax designation (tax relief) on particular sites in Ballymun which are of crucial strategic significance for private sector development.
