The following issues were discussed and where necessary, actions agreed.

MINUTE OF MEETING – Feb 2007.

Minute Read, Amended and agreed.

MATTERS ARISING FROM Feb MINUTES.

It was agreed that the Febuary minute would be amended as requested.

CORRESPONDENCE.

There were two items of correspondence from (BRL).

The first letter was in relation to the closing off of the pedestrian route linking Coultry Crescent and Santry Avenue. The closing off of this route is in response to complaints from residents to BRL relating to anti-social activities on this pedestrian route.
The letter pointed out that once works on the Neighbourhood Centre are completed (in approximately 3 months time) the footpath will be re-opened, with the new road linking into Santry Avenue.

A discussion arose over the closure of the footpath. The arguments centred on health and safety issues, particularly for children, Coultry Gardens residents who are experiencing anti-social activities and the role of the Gardai in combating anti-social activities in the area.

It was pointed out that there is a difficulty for the Forum who on one hand has to be cognisant of the concerns of specific residents and on the other hand defending the rights of passage of the majority of Coultry residents who are law-abiding. It was also pointed out that if the walkway is closed, anti-social elements will still find other ways of gaining access in order to cause problems.

It was agreed that the issue would be raised with Ballymun Regeneration Ltd at the next Coultry Regeneration Affairs Sub-Committee. The issue of better public lighting would also be raised at that meeting. In the meantime, Dublin City Council would request their Anti-Social activities Officer to raise the issue with the Gardai and request them to send a car to patrol the area.

It was reported that the residents of a house near the Coultry Gael Scoil are experiencing problems of anti social activities. A Forum representative has been delegated to call to the resident to ascertain the seriousness of the problem.

The second item of BRL correspondence was in relation to the Coultry Road realignment. A map showing the proposed realignment was also included.Can be seen.

Arising from a discussion which took place on the content of the letter it was said that the information was long overdue. A Forum member indicated that the issue of Coultry Road realignment had been raised at a number of Regeneration Liaison meetings. The Forum member expressed concern that the Forum had not been informed prior to the insert going into the news media.

However, it was pointed out to the Member that the Forum was informed about the road realignment and that maps showing the proposed realignment had been on display in the office for some time. It was suggested that that the Forum member may have forgotten that he had been involved in the link road issue. The Forum was reminded that the Forum Chair had been asked by BRL to contact relevant people and this was done by calling door to door with the architect. However, in relation to the realignment, the Chair felt that basically, the correct information had been supplied by BRL, and further, indicated that the only information not given was that of a start and finish date for the road works.

PUBLIC LIGHTS ON COULTRY ROAD.

The meeting was informed that the street lights on Coultry Road were now working.
A Forum member reported that some lights were still not working, but he had been told they would be fixed by the following day (Thursday, Feb 4-05). It was agreed that the Forum member would contact BRL if the lights were not working by the date.

LORRIES EXITING THE LAING O’ROURKE SITE.

The Ballymun Neighbourhood Council representative informed the meeting that she had been requested to raise the issue of heavy duty vehicles exiting the Laing O’Rourke site without a Banksman in support. BRL had agreed to look into the issue. The Chair agreed to raise the issue again at the Coultry Regeneration Affairs meeting.

COULTRY RESIDENTS’ ISSUES.

A Forum member informed the meeting that a Coultry resident has been experiencing a number of problems with her house. The Dublin City Council (DCC) representative informed the Forum that the resident had not been in contact with DCC however, should the resident contacts DCC, they would then see what could be done to resolve the issue.It waspointed out to D C C that if a Forum member told them about it that they should act on it as part of the Forum remit was to repersent the people and if they couldnt do this then thier was no point in the Forum.

BALLYMUN NEIGHBOURHOOD COUNCIL (BNC) REPORT.

The Chair informed the meeting that recent BNC meetings have revolved around the upcoming Forum elections. The Chair indicated that at the moment it seems that barring unforeseen circumstances, May 6, 2005 is the agreed date for the elections to be held.

DUBLIN CITY COUNCIL (DCC) REPORT.

The Dublin City Council representative informed the Forum that their present Ballymun Regional Housing Manager has moved from Ballymun and as yet there is no replacement for the position.

SUB-COMMITTEE REPORTS.

The relevant Forum member on the Drugs Task Force presented his report to the meeting.

FORUM FINANCE

It was agreed that the Forum would ensure the management of its finances as and from January 1, 2005. The BNC will pay outstanding bills for 2004.

TELEPHONE CALLS TO THE FORUM OFFICE.

It was agreed that in the absence of someone being in the Forum office on a daily basis, that calls would be diverted to the Chair’s mobile phone.

A Forum member indicated that the residents of Coultry Gardens were seeking a meeting with the Forum to discuss their concerns. After a short discussion the Chair ruled that it might be counter-productive to hold a meeting with residents from Coultry Gardens at this time, in the absence of hard information on issues of concern to those residents.

DECISION SHEET


  1. The Chair would raise the issue of calls for a footpath closure, at the next Regeneration Affairs Meeting with BRL.
  2. The Chair would raise the issue of street lighting at the next Regeneration Affairs meeting.
  3. A Forum representative would call to the residents of a house (near Gaelscoil) who are experiencing problems of anti-social activities, in order to clarify the situation.
  4. It was agreed that the issue of heavy duty vehicles exiting the Laing O’Rourke site without a Banksman in support, would be raised by the Chair at the next Regeneration Affairs meeting.
  5. It was agreed that the Forum would be responsible for their finances as and from January 2005.
  6. It was agreed that incoming telephone calls to the Forum office would be diverted to the Chair’s mobile phone.
